On August 29, 1857, Harper's
Weekly reported that the
Government Land Office
refused a land claim in
Wisconsin by a free black man
on the grounds that free black
men with slave ancestors could
not be citizens and therefore
were not entitled to federal
lands. Harper's and other historic
